iOS 18: What does "Learn from this App" mean with Siri?

Can someone who has iOS 18 explain to me what Apple is requesting by Learn from this App

If you open Settings / scroll down to Apps at the bottom / click on any app you have installed, / choose Siri / there is an option to Learn from this App
"Allow Siri to learn from how you use “App x to make suggestions across apps.”

To me this is an unclear description, does it mean Apple is tracking what I do in my bank apps, for instance? In Notes? Or am I overly paranoid? [Don’t answer that  ]

What is Siri learning exactly?

Is there a way to turn this off universally? To me, it looks like it is toggled on for all apps.

That setting has been around quite a while. This article may help:

Thanks! That’s kinda what I expected. I’ve been on this planet long enough to realize that Apple is not necessarily a benevolent corporation, but it did seem contrary to their “brand”, certain recent class action settlements about Siri notwithstanding.

I am not aware of a universal way. At some point in the past I went thru every single app setting and turned this off and luckily over the course of OS updates the settings have by and large been honored, unlike many other settings, but every update I go through the maze of settings to confirm no changes and turn off stuff I don’t want.
