Windows PC's iTunes' File Sharing Questions

  1. What’s the best free offline local (no online network) iOS apps that can easily share between updated Windows PCs and iPhones via USB cables?

  2. I noticed Windows PC’s iTunes’ File Sharing won’t let me drag and drop folders, with files, onto my 64-bit W10 PC. I only can do files which is annoying.

Does iTunes even have a general Files app in iOS without having to use the apps that have file sharing option?
