The Finder can't quit because an operation is still in progress on an iOS device

Since moving up to Catalina several times my iMac won’t shutdown and shows the following message:
"The Finder can’t quit because an operation is still in progress on an iOS device”
It can’t be backup because I am backing up to iCloud.
Using Activity Monitor at the time showed AMPDevicesAgent with high activity, but forcing it shut did not change anything.
Any idea what could be preventing shutdown?

Syncing music?

Nope. Doing nothing. Several hours later still the same message. Had to force a shutdown

AMPDevicesAgent allows an ios devices to sync through the Finder to the computer, so whatever it was doing must have been responsible.
