Stray Photos library folders appearing daily

Since the latest MacOS update, I’m seeing a folder labeled Photos Library.photoslibrary pop up on my desktop and/or Trash every day. This is an empty folder with no content openable in Photos. I only rarely use Photos on my Mac (I do use it regularly on my phone). What is this and is there something I can do about it?

I saw that a year or so ago, and it has just popped again. This time, in the middle of a Tahoe-downgrade-to-Sequoia. I know I figured it out once, but…

Thanks. Please say more about your downgrade. I’ve not yet upgraded to Tahoe and the plethora of AI features strikes me as a reason not to.

Losing Firewire was, in the end, unacceptable. The downgrade is the worst yet. Still haven’t gotten my Calendar restored. Mail took multiple tries with multiple techniques. Photos Library.photoslibrary is the least of my worries. (I don’t use Photos, fortunately.)
