On the Apple Watch what are these +/- times displayed?

On my sister’s Apple Watch 3 (which I got her as a present like 5 years ago and she’s just using it now, sigh) the face sometimes shows +/- times at the bottom, like in these screenshots. What are they about?

That’s not a current watch face, but I think I recall that you could use the Digital Crown to spin the globe to show past and future times. The blue displays would be showing the offset at the bottom and the corresponding time at the top. Your last screenshot shows the “neutral” (current time) position.
