Notes formatting question

Can someone tell me why the styles in the Format menu (Title, etc.) are disabled?

(I don’t actually want to use them…I’m just curious. This is an iCloud account (name hidden) so I can’t figure out for the life of me why they aren’t available.)

What system are you using? On my Mac with Mojave and my iOS with most recent system, the Styles are available.

Formats are missing on my primary system running Version 10.15.5 (19F101)
Notes Formats seem to have reappeared in Version 10.15.6 Beta (19G71a).
