I am using a program which has no settings for font size nor does the cmd+ enlarge the font(s) and even the MacOS accessibility feature does not work. I’m looking for a recommendation of some sort of screen magnifier that will work with this application. There seem to be several apps that do this but I’m looking for a recommendation. The ones I found are Zoomify, Loupe, Cursor Pro, and Zoom Me. The ratings for all vary widely.

I’ve been using Zoom Me. It has some quirky behaviors but I don’t use it often enough to figure out exactly when it happens. It works, for the most part.
I’m with @Dan_W on this one. The functionality is already built-in to the OS. While it may not have some bells & whistles other apps have, it does have the benefit of not having to deal with yet another 3rd-party app that brings its own potential quirks and issues, nor does it require any extra system resources to run.
Just an update to @Dan_W 's post. I also use the macOS Zoom feature in Accessbility. In Ventura (and probably beyond), there is an option for a picture-in-picture “Zoom Style” that would allow the OP “to hover over some text section and press a key combination to enlarge the text within some specified circular selecton window”.
There is also a “Hover Text” setting that may be exactly what the OP wants. I haven’t used it much though.
