My mom’s iPhone 6 Plus is running 12.5.3 and stubbornly claims to be up to date. I have tried a standard reboot, but that didn’t change anything.
Does anyone have any ideas what I might do to get it to see that 12.5.4 does exist?

Has it shown up since you posted? Sometimes these things just take a few days.
Actually, Adam, your reply reminded me that I forgot to post here that I checked again just last night and it finally showed up. I’ve never had an update be that delayed before, but this has reminded me that such a thing is possible.
Good to know. I suspect that with iOS 12 updates, Apple doesn’t necessarily spin up the same level of content delivery network as it would for an iOS 14 update, which could cause delays.
