Alongside its current operating systems, Apple has released iOS 15.7.4 and iPadOS 15.7.4 to address a slew of security vulnerabilities, one of which is actively being exploited in the wild.

I’m still using iPadOS 15.7. How do I get 15.7.4? That’s not an option in my software update, just 16.4.

If your device is capable of running ios16, you cannot install anything on iOS 15 beyond 15.7.2. 15.7.4 is only for those devices that can run iOS 15 but not iOS 16, like the iPhone 6s and 7, and the first iPhone SE. (There are iPad models that can’t install beyond iOS 15 as well.)

[edited to clarify that the highest version of iOS 15 that a device that is capable of running iOS 16 can install is 15.7.2, not 15.7.]

@dreh0602 If you device is offering 16.4 to you, you should really go ahead and update at this point. You’re no longer getting any security updates on iPadOS 15, and so iPadOS 16 is your only path forward.

It’s even more cut and dried than that. The only path to upgrade is to iOS 16.4 (or higher later on). As Doug said, any iDevice capable of running iOS 16 will no longer be able to install 15.7.4 and all previous versions of iOS 15 are no longer signed so they cannot be installed or restored by anybody.
