Broadcom’s stock price is up due to specialized chips so software like Fusion is probably not important at the moment to them:
Yup, Fusion 13.6 is a critical security update. I found out about this from Broadcom’s security announcement list, which is the one part they migrated correctly from VMware! I felt that I really needed an official way to get downloads direct, because whether I like it or not, I’m crucially dependant on this software, and probably would be even if I were a full-time Windows user.

Have you tried using Wayback Machine? That’s one way to find older installers in general.
