Files app on iOS lacks button to fill out PDF form

I’ve shared a PDF file with someone, so they could “sign” it virtually via the Files app, as per Apple’s instructions in Fill out forms and sign documents on iPad.

Alas, while the “fill form” button appears fine on my older iPad running iPadOS 16, it’s missing on the other person’s device, which is running iPadOS 17. The apps on both devices are up-to-date, so I don’t understand why this function is missing on one device, but not on the other.

That is, the button that the orange arrow points at below, is missing on the device that the signer uses.
