I spoke with a local repair guy here in Ithaca and he refused to sign up with Apple because of the legal requirements.

Apple has now expanded the Independent Repair Program to Macs.

The article also notes that 140 businesses with 700 locations have signed up, which actually feels quite small to me. I interpret that as meaning that some of the businesses that have signed up are chains with quite a few locations.
