Supposedly launched 9/12, here it is 9/24 and my M1 iPad Pro says I have the latest at 15.7?
Because it hasn’t been released yet. IOS 16 was released on September 12. The iPad release and the MacOS release are due later, probably near the time of Apple’s October show (rumored to show new iPad and Macs).
According to various beta testers, Stage Manager is not ready for prime time–so that is part of the hold-up.

In fact, the first release iPadOS 16 will be version 16.1, probably in October, to coincide with a rumored Apple event to introduce new iPad hardware updates.
