Problem with fall detection in Apple Watch

My wife’s Apple watch often asks her if she’s fallen when she’s using a pruning clipper on branches, or digging into the dirt with a spade. When it asks her if she’s fallen, she presses “no.” Seems like an opportunity for AI training to tell this particular watch what does and does not feel like a fall for this person.

She’s a small person who wears the watch on the inside of her very slender wrist because its bulk bothers her on the outside. Could this be producing errors? Is there any way to educate the watch? One Apple support person says no, What have you heard or experienced relating to this?
