If you’re still using an iPhone or iPad that can’t update to iOS 16, Apple has released security updates for iOS 12 and iOS 15.

I don’t see an option on my iPhone 13 mini to update to 15.7.3. I only see 16.3, which I’m not interested in quite yet.

You won’t. If a phone can run 16.X, as the 13 Mini can, it will not see and cannot install any more updates to iOS 15.x.
