This is for an app that supports 13 and up. I am ON 10.13.6. What can I do?
I think you’re misreading the macOS version number requirement. It appears to require a minimum version of macOS 13 Ventura. You state you have macOS 10.13.6 High Sierra. Apple’s unusual numbering sequencing seems to have tripped you up.

macOS 10.13 is High Sierra (released in 2017). macOS 13 is Ventura (released in 2022). Your version is five years earlier than what is required for this app. That’s why you can’t install it.
Yes, it can be confusing the way Apple changed the numbering of macOS versions.

Indeed my bad, got caught in the version number issue. I am growing more and more unhappy with almost everything they do… I just got blocked trying to pay for something earlier today with my iPhone (I’m kinda new to that RFID thing, I read you’re not even supposed to fuss with unlocking the phone to use it, but that ain’t working for me)… it was an apple pay device but my phone kept telling me to authenticate me, but when I did it just reverted to the home screen… then the screen telling me to authenticate to open my wallet (happened 3 times before I gave up)… thank goodness I brought along my debit card.
